Virginia Beach police have charged Kathy Starr, an Animal Control officer for the City of Virginia Beach with identity fraud and credit card fraud. Warrants were obtained on Starr, at 2100 block of Clarion Ct., Virginia Beach. Additional charges against Starr include two counts of Forging and Uttering, Credit Card Forgery, and Obtaining Money Under False Pretenses.
